The VA Loan Benefit Most Florida Veterans Have Never Heard Of: Energy Efficient Mortgages

A VA Energy Efficient Mortgage (EEM) lets eligible veterans roll the cost of approved energy-saving home improvements — like solar systems, insulation, storm windows, and weatherproofing — directly into a VA purchase or refinance loan, up to $6,000 without a separate appraisal in most cases. For Florida veterans facing high cooling costs and rising insurance premiums tied to storm hardening, this is a benefit worth knowing about before you assume energy upgrades have to come out of pocket.

What a VA Energy Efficient Mortgage actually covers

Per VA News' July 21, 2026 explainer on the EEM program, eligible improvements include solar heating and cooling systems, weather stripping and caulking, insulation, storm windows and doors, and vapor barriers — improvements that reduce ongoing energy costs and are considered a permanent part of the property. The program explicitly excludes new construction, luxury items like hot tubs or spas, and non-permanent fixtures or appliances, since it's designed around durable, cost-saving upgrades tied to the home itself rather than general renovation.

The EEM works with both VA purchase loans and VA Interest Rate Reduction Refinance Loans (IRRRLs), meaning it's not limited to buyers — a veteran refinancing an existing VA loan can also use it to finance qualifying energy improvements.

How much you can finance, and what documentation each tier needs

There are two cost tiers under 38 U.S.C. §3710(d). For improvements up to $3,000, your lender just needs documentation of the actual cost of the improvements — no additional certification required. For improvements between $3,000 and $6,000, your lender must document the cost and certify that the expected monthly energy savings exceed the increased monthly mortgage payment caused by financing the improvement. The VA does not permit EEM amounts over $6,000 under current law, so this benefit is sized for meaningful but not major energy retrofits.

If you're using an EEM alongside an IRRRL and the new combined payment (principal, interest, taxes, insurance, and any association dues — PITI) increases by 20% or more over the old payment, your lender is required to certify that you qualify for the higher payment before closing, per VA Circular 26-25-7 on energy efficiency ratings in underwriting.

Why this matters specifically for Florida veterans

Florida's combination of high year-round cooling demand and insurance carriers increasingly rewarding storm-hardened homes makes several EEM-eligible improvements especially relevant here. Storm windows and doors, in particular, can serve double duty — improving energy efficiency while potentially supporting wind-mitigation insurance credits, though the insurance discount itself depends on your carrier's specific wind-mitigation inspection, not the EEM program. Insulation upgrades matter more in Florida's climate than in milder states, since cooling — not heating — drives most of the state's residential energy cost.
