A New Bill Would Let Veterans' Surviving Spouses Use MCC and Bond Programs — Here's What That Means in Florida

Representatives Gwen Moore (D-WI) and Rudy Yakym (R-IN) introduced the Veterans Surviving Spouse Parity Act on July 23, 2026, a bipartisan bill that would let surviving spouses of veterans access Mortgage Credit Certificate (MCC) and Mortgage Revenue Bond (MRB) programs — state first-time homebuyer benefits that current law does not extend to them even though they can already use a VA home loan. It's a bill, not a law yet, but it's worth understanding now if you're a surviving military spouse planning a home purchase in Florida.

What the bill actually does

Per Rep. Gwen Moore's official press release, current law allows surviving spouses of veterans to use a VA home loan, but does not allow them to access Mortgage Credit Certificate or Mortgage Revenue Bond programs — state and local housing finance agency programs that generally require a buyer to be a first-time homebuyer, with a narrow existing exemption for veterans themselves. The Veterans Surviving Spouse Parity Act would extend that same veteran exemption to qualifying surviving spouses, closing what the release describes as an unintended gap.

The bill was reportedly inspired by one of Rep. Moore's constituents — a surviving spouse who qualified for a VA home loan but was turned down for a Mortgage Credit Certificate because she didn't meet the first-time-homebuyer requirement. It's backed by the National Council of State Housing Agencies, the National Association of REALTORS®, the Veterans Association of Real Estate Professionals, and Paralyzed Veterans of America, according to the release.

Why MCC and MRB programs matter alongside a VA loan

A VA loan and an MCC or MRB program solve different problems. The VA loan removes the down payment requirement and offers favorable terms on the mortgage itself; an MCC is a federal tax credit tied to mortgage interest paid, while MRB programs typically fund below-market-rate loans or down payment assistance through a state or local housing finance agency. Florida Housing Finance Corporation and local housing finance authorities administer both types of programs statewide, and stacking one with a VA loan can materially change what a survivor can afford — but only if they're eligible to use it in the first place, which is exactly the gap this bill targets.
